Some states like Maryland have a commission that deals with contractor problems and will investigate complaints. Contractors have to put up a bond and the state can reimburse homeowners if the investigation shows wrongdoing.
I wish I had known about it when I was dealing with contractor fraud back in 1999! We lost 45K on work that had to be torn out and redone. We got a lawyer, but after paying 20K in legal fees we gave up because we could not afford to pursue the case, even though we were right. Afterwards I learned about the state commission. The lesson I learned was "Never, ever go with legal action until every possible administrative avenue for relief has been thoroughly exhausted and even then, think twice about it."
Here it is called the Maryland Home Improvement Commission. Check and see if your state has one.
